Yes lens quality matter but only to a certain point, if the pictures you are taking are s--t to begin with then sharpness and contrast is not going to save them.

Having good lenses is certainly an advantage over the alternative but you buy the lenses you can afford and work within their restriction. Some cheap and cheerful lenses are great.
Above and below are taken with a Nikkor 70-210 f4 ED zoom, (and can be found on eBay for as little as 70 USD), which is over 20 years old but can give great results.
By all means, get the best lenses you can afford but try and use the lenses you have to their best. Technique and good composition can to a degree overcome lens inadequacy.
